To intensify the crackdown on telecom fraud, Phnom Penh Governor and Unified Command Chairman Khuong Sreng convened another task meeting today, issuing a final directive to all 14 districts and relevant departments: the city must achieve a complete elimination of scam crimes by March 30, 2026. During the meeting, Khuong Sreng stressed that law enforcement agencies must master “three key points” — identifying ringleaders, locating crime sites, and understanding the entire criminal network — in order to dismantle scam operations effectively. He emphasized that authorities must strike directly at the core figures behind scam syndicates, warning that failure to do so would allow criminal groups to quickly regroup and resurface. The mayor ordered all district chiefs to personally lead patrol efforts and maintain high-frequency investigations. He described the campaign as a tough battle aimed at turning Phnom Penh into a “crime-free zone,” while also reminding frontline officers to continue providing public services and maintaining daily security, ensuring both enforcement and community trust move forward together.
